Method

Use quotation marks to indicate speech. Single or double quotes may be used, although single are most common.

When you are using quotations within quotations, switch to the other form.

Quotation marks can also be used to indicate irony or to effectively apologize for a peculiar use of language.

Example

He said, 'I want the book, "Telling Lies" please.' (nested quotes)

That is a rather 'crazy' thing to do. (apologetic)

Discussion

In the question of using 'single quotation marks' vs. "double quotations marks," single quotes are generally easier to scan, and so are often used as a first bet. Where double quotes are still useful in this is where quotes are nested.
